Court-Ordered Debts & RPV

# What if the credit pipeline could see
hidden judicial assets?

Court-ordered debts and RPVs are judicial credits with real liquidity — but invisible to credit bureaus, scoring models, and collection pipelines. Those who hold them have assets that don't appear in Serasa, SPC, or balance sheets. PrismaData reveals this asset component via API, by CPF or CNPJ.

The problem

## Judicial credits are real assets — but operate in the shadow of decision pipelines

A debtor can have R$ 200,000 in RPVs receivable in 60 days and continue being treated as an insolvent delinquent. A customer with an average score may hold court-ordered debts that completely change their payment capacity. No credit bureau, no scoring model, and no collection pipeline sees this asset — because it's not in any traditional database. It's **público** , **searchable assets** , but no one searches for them.

The scenario

## Two delinquent debtors.
One has hidden judicial assets.

Without checking court-ordered debts and RPVs, your collection pipeline treats both as insolvent. With PrismaData, one has enough judicial credit to settle the debt — and the RPV matures in weeks.

Debtor A

### Delinquent — no judicial assets

**Outstanding debt:** R$ 45.000

**Score:** 320 (high risk)

**Court-ordered debts:** 0

**RPVs:** 0

**Judicial assets:** R$ 0

→ No judicial assets. Standard strategy: credit reporting + aggressive discount settlement.

Debtor B

### Delinquent — with RPVs receivable

**Outstanding debt:** R$ 45.000

**Score:** 320 (high risk)

**Court-ordered debts:** 1 — R$ 56,340 (updated value)

**RPVs:** 2 — R$ 68,250 (payment within 60 days) ✓

**Total judicial assets:** R$ 124.590

→ Judicial assets 2.7× the debt. RPVs with immediate liquidity. Enables seizure or settlement with real collateral.

Without PrismaData, both are treated as delinquents without assets. With it, Debtor B has enough judicial credit to settle the debt — and the RPVs are seizable with 60-day liquidity.

Applications

## Two sides of the same coin.
Two revenue engines.

Court-ordered debt/RPV data operates on two complementary fronts: credit recovery (when the debtor holds judicial assets) and business catalyst (when the customer or lead holds credits that enable operations). RPVs, in particular, have much higher liquidity than court-ordered debts — making them especially valuable for both fronts.

### Credit Recovery

The debtor is delinquent and appears insolvent. But they hold court-ordered debts or RPVs representing seizable assets. The collection pipeline that queries PrismaData before classifying a debtor as "write-off" turns unrecoverable cases into recovery opportunities with real collateral.

→ **Judicial seizure of RPV/court-ordered debt** — art. 835, I e XIII do CPC + Res. 303/2019 CNJ, arts. 38-A e 39

→ **Secured negotiation** — debtor accepts settlement knowing seizure is viable

→ **Portfolio prioritization** — focus efforts on debtors with identifiable assets

→ **RPV as preferred asset** — 60-day liquidity vs. years of waiting for court-ordered debts

Target audience: credit recovery firms, law firms, banks (workout area), distressed credit funds.

### Business Catalyst

The customer has an average score and would be rejected or receive a low limit. But they hold RPVs or court-ordered debts that completely change the payment capacity analysis. This hidden wealth enables credit granting, judicial receivables advance, and limit expansion — operations the bureau alone would never flag.

→ **Credit backed by court-ordered debt** — loan backed by judicial asset

→ **RPV advance** — 60-day liquidity as short-term collateral

→ **Credit pipeline enrichment** — judicial assets as additional feature

→ **Qualified prospecting** — identify leads with judicial credits for active outreach

Target audience: fintechs, banks (credit desk), court-ordered debt investment funds (FIDCs), securitizers.

Nuance

## RPV is not a court-ordered debt.
The difference is liquidity.

Those who work with judicial credits know: treating RPV and court-ordered debt as synonyms is an analytical error. The RPV has a constitutional payment deadline of up to 60 days — making it an asset with liquidity **radicalmente** different from a court-ordered debt, which can take years in the budget queue. This distinction changes the entire strategy.

High liquidity

### RPV — Small Value Requisition

**Limite:** up to 60 minimum wages (~R$ 84,720 in 2025)

**Prazo:** payment within 60 days after requisition

**Seizure:** viable and fast — ultra-high liquidity asset

**Assignment:** possible, but less common (short deadline reduces discount)

→ For credit recovery, RPV is the most valuable asset: seizable, liquid, and with a defined deadline.

Variable liquidity

### Court-Ordered Debt

**Limite:** above 60 minimum wages (no ceiling)

**Prazo:** depends on budget queue — months to years

**Seizure:** viable, but with timing uncertainty

**Assignment:** active market — typical discount of 20% to 40% on face value

→ For credit granting and investment, the court-ordered debt is the key asset: high value, assignable, and IPCA-adjusted.

PrismaData's API distinguishes credit type, updated value, and assigned percentage.

O campo `especie_do_credito` returns "precatorio" or "rpv" — enabling the pipeline to apply different rules, prioritizations, and strategies for each type. Combined with `valor_estimado_atualizado` e `percentual_credito_cedido`, it's possible to calculate the available net judicial assets in real time.

The solution

## Two endpoints. One CPF.
Complete judicial assets.

Query by CPF or CNPJ. Receive a consolidated credit summary and, when needed, the detail of each payment order — with case number, court, face value, updated value, assigned percentage, and issue date.

Where to apply

## Each market, a different use case

Court-ordered debt/RPV data crosses multiple sectors. Those working with collections, credit, investment, or compliance have an asset information layer they simply don't query today.

#### Credit recovery

Before classifying a debtor as "write-off," check if they hold RPVs or court-ordered debts. Judicial credit seizure (art. 835, I and XIII, CPC + Res. 303/2019 CNJ) is viable, auditable, and — for RPVs — has 60-day liquidity. Completely changes the portfolio recovery calculation.

#### Law firms

Locating debtor assets is half of enforcement work. Court-ordered debt and RPV queries via API automate asset research and identify assets that PJeCalc and court portals don't cross-reference.

#### Credit granting

Customer with average score + R$ 180,000 in court-ordered debts = completely different profile from an average score without judicial assets. Court-ordered debt data as a feature in the credit model improves risk separation and expands approvals without increasing delinquency.

#### FIDCs and court-ordered debt funds

Origination and due diligence of judicial credits at scale. The API enables querying entire portfolios by CPF/CNPJ, validating updated values, verifying partial assignment, and consolidating asset position — without depending on manual research in court portals.

#### Compliance and asset KYC

Customer declares assets X, but holds court-ordered debts worth 3× the declared amount? Sign of asset inconsistency for AML/CFT. Judicial credit queries close a real gap in the Know Your Customer process.

#### Insurers and reinsurers

In claims regulation, knowing the policyholder holds significant court-ordered debts helps with asset profile analysis. In underwriting, the data complements the applicant's financial capacity assessment.

Differentiator

## Consolidated data. Updated values. Traceable assignment.

Manually querying court-ordered debts requires navigating 5 TRF portals + state courts, cross-referencing case numbers, and updating values. PrismaData does this via unified API, with updated estimated value and partial assignment indication — data no other provider offers consolidated.

Unified

TRFs + State Courts in a single endpoint. No portal navigation. No cross-referencing databases.

Updated

Estimated value with monetary correction — not outdated face value. Field `valor_estimado_atualizado`.

Assignment

Percentage of credit already assigned. Fundamental to know the real net judicial assets — and avoid seizing already transferred credit.

Governance

## Public data. Official source. Auditable.

#### Public information

Court-ordered debts and RPVs are public domain information, made available by courts. PrismaData consolidates, normalizes, and makes it searchable via API — no scraping, no gray area.

#### Full traceability

Each credit returns the payment order number, enforcement case, judgment case, and originating court. All information is auditable and verifiable at the source.

#### Compliance-friendly

Unlike bureaus that combine sensitive personal data, court-ordered debt queries operate on public Judiciary data — simplifying the governance and legal basis discussion.
